The article examines the verification of the theoretical concept of state resilience, based on empirical indicators. The authors proceed from the premise that the main factor in state resilience is a policy that emphasizes the priority of the family as the primary natural basis of the state. From an applied perspective, the importance of finding conditions for equivalence between the theoretical model and actual social practice is justified by the fact that the implementation of the Strategy for the State National Policy of the Russian Federation for the Period up to 2036, the main objective of which is to consolidate the country’s population in the interests of state resilience, will begin in 2026. Based on the results of a nationally representative study, the authors demonstrate that ethnic and religious contradictions in the country are minimal and do not pose a problem for the sustainability of the state. However, contradictions related to the material well-being of families and the environment in which they live potentially represent a factor that is destructive to the stability of the state. This is important because, as the study results show, the family occupies a dominant position in the value system of citizens, surpassing the state. Another problem, negatively perceived by 80% of Russians, is the “socially unfair” wealth differentiation in Russian society: for every rich person, there are seven poor. Most citizens are satisfied with the state’s performance in guaranteeing a comfortable living environment, but they do not fully agree with the state’s guarantees for the full realization of political freedoms. As a result, the lack of civic oversight over regional and local governments paves the way for corruption. The majority of the population accepts a model of government focused on social policy priorities. To maintain its socio-political sustainability, the state objectively and naturally strives to find a strategic compromise between the social sphere as a consumer sphere and the economic sphere as a productive sphere of society.
