The present article advances an argument for the theoretical conceptualisation of «digital frustrators» as a distinct analytical category warranting scholarly recognition. The salience of this inquiry stems from the recognition that digital transformation, long framed in public and policy discourse as an unequivocal societal good, has, upon closer empirical scrutiny, revealed a fundamentally ambivalent character. This study contends that digital frustrators ought not to be reduced to discrete impediments encountered by individual actors; rather, they constitute a systemic property of the institutional environment, emergent at the intersection of technological infrastructures, organisational configurations, and competence-related determinants. It is further posited that digital frustrators represent a qualitatively novel class of barriers, irreducible to pre-existing typologies of social or technological exclusion. The analysis demonstrates that the second-level digital divide operates as a principal generative mechanism underpinning the proliferation of digital frustrators, and that any meaningful strategy for their mitigation necessitates a decisive analytical shift away from the figure of the digital service consumer towards the structural properties of institutional arrangements. The social and organisational dimensions of digital frustration are subjected to critical examination. The conceptual framework elaborated herein furnishes a robust methodological foundation for the subsequent empirical investigation, quantitative measurement, and longitudinal monitoring of digital frustration as a sociological phenomenon.
