Аннотация

В статье представлен обзор литературы по международной миграции высококвалифицированных (ВК) специалистов. Дается анализ данной ситуации в сфере информационных технологий в России. Показаны основные тенденции в этой области, и то, как она встраивается в общую практику. Обсуждаются теоретические перспективы, методологические подходы и модели, применяемые к изучению миграции ВК специалистов. Можно предположить, что интересы посылающей и принимающей страны противоречат друг другу, и что “приобретение мозгов” (brain gain) одной стороной равняется “утечке мозгов” (brain drain) из другой. Однако, как показывают исследования ВК специалистов, их миграция может быть привлекательной для обеих сторон. Транснациональные практики, характеризующие мигрантов в современном мире, позволяют совершить переход от “утечки” мозгов к их циркуляции.
